JOB TITLE : Clinical Officer
REPORTS TO : The Medical and HSSE Manager
OVERALL JOB PURPOSE:
To ensure operational excellence in Ultimate Security Tanzania Limited dispensary so as to provide quality service to the staff of the company. A clinical officer will be required to oversee day to day activities of the clinic, i.e, clerk and diagnose patients, compile their management plan. For all referred cases he/she is required to make a follow up. He/she is also required to submit reports of the patients seen, ED's and sick leaves issued on daily basis. He/she is in charge of the dispensary drug stock and has to compile monthly report of drug turnover as well as drug order for the next month. Must be up to date with Critical care management, as he/she may be required to perform duties as a Paramedic per rising need, or as instructed by his/her supervisors.
JOB DESCRITION
Report to the Medical and HSSE Manager.
Assist the Clinic and Paramedic In charge to perform duties at the company’s dispensary and paramedic & ambulance service unit.
To perform daily dispensary out-patient duties, emergency medical call-outs, for smooth running of company’s business.
To follow medical personnel ethical guidelines as per code of conduct and medical ethics regulations.
To assist the Medical & HSSE Manager and Clinic & Paramedic In charge to perform his duties to investigate and verify all medical cases / incidents for the purposes of not putting the company into unnecessary procedure/legal claims.
To attend emergency medical call-outs and rescue operations to our company’s clients and no-clients as may be directed by the senior management.
To ensure all subordinates medical personnel at the Company’s Dispensary strictly adhere to the principles which governing medical ethics and local clinical guidelines as per Ministry of Health regulations.
Ensure all medical equipment’s, kits, medicaments and other devices are being handled in a professional manner by medical personnel.
To advice the senior management on all matters regarding medical treatments plans and care, memorandum and agreement implementation.
Assist the Medical and HSSE Manager in trainings sessions for internal medical personnel and company’s training programs.
Counseling and Social Psychological support to sick staff.
To arrange for Pre Counseling, Testing and Post Counseling on HIV and Aids.
Provide Health Education including HIV and Aids clients.
To ensure the Nurse Officer prepare MTUHA monthly reports and delivers them to the municipal health authority.
Prepare general patient attendance report on daily, weekly and monthly basis.
To prepare and order monthly drugs on SAP in collaboration with the Clinician In charge of the Dispensary.
To support the national or regional level emergency medical disease outbreak campaign or response during disaster’s under Ultimate Security (T) response team.
To work in team work with other medical personnel at the dispensary and other health facilities and Ultimate Security Tanzania departments.
Ensure Company Health and Safety guidelines are complied with and followed.
Ensure the company participation on all official Government requests during Disaster, Big Fire Outbreaks and Mass Casualty Incidents are supported using our company resources.
Ensure the Tanzanian OSHA regulations and Fire & Rescue Acts are followed and complied for good running of business.
Ensure all staff are attended and benefit from the company’s medical dispensary.
Other Duties:
Ensure weekly, monthly and annual routine reports are performed in order to maintain good running of business and safe health environment.
Comply with all statutory regulations, bye-laws and local authority directives.
Undertake any other duties deemed reasonable by the senior management.
Participate fully in any formal or informal training sessions to improve staff and customer’s service delivery.

Experience:
• Fluent in English and Kiswahili both written and oral
• Experience in managing complex logistics.
• Proven track record in delivering results in a high pressure environment
• Strong operations experience.
