JOB PROFILE

Our Clients are a well-established, strongly represented, international conglomerate in Africa, having activities covering
production, sales and distribution of clinker and cement in 8 African countries; Sierra Leone, Liberia, Ghana, Tanzania,
Burkina Faso, Benin, Congo and Togo. In Tanzania, the Company is well-established, highly reputable market leader in
cement manufacturing, sales and distribution.
The subsidiary is now seeking an experienced and qualified procurement & material management expert to lead
operational and functional management of its Purchasing Department as Director of Purchasing (“DP) based in Tanzania.

SUMMARY:

  • The DP will be responsible for overall management of procurement, logistics, supply management, warehousing/stores, 
  • and inventory controls of the Tanzanian facility. 
  •  
  • The DP will be an integral and active member of the Management Team, and relevant sub-committees, as required. 

RESPONSIBILITIES: 
1. Develop, maintain and implement Company’s purchasing, procurement and supply management policy and
procedures.
2. Control and coordination of all activities within the Procurement Department, including oversight and
management of stores and warehousing facilities.
3. Establish, maintain, monitor and control all purchase and contracts/sub-contract terms, specification and
conditions.
4. Procure, review, evaluate and approve purchases according to established Company policy, guidelines and
procedures.
5. Input and coordination of activities related to tender invitation, analysis and award of service & supply contracts.
6. Manage and ensure clearance of imported goods, including liaison, monitoring and follow-up with sub-contracted
clearing agents.
7. Oversight and management of all logistics activities, including receiving, inventorying, store-keeping/warehousing,
and dissemination of materials in accordance with Company policy, guidelines and processes.
8. Review from time to time the operations of the department to ensure the same conforms to the established
policies and procedures.
9. Prepare and implement strategies for creating savings from usage control and procurement techniques.
10. Coordinate the consolidation, evaluation and standardization of the requirements from different users in a
successful and effective manner.
11. Ensure that there is sufficient coordination between the warehouse, inventory control and purchasing functions.
12. Prepare plans, strategies and stock models to ensure there is no overstocking.
13. Prepare and implement strategies, inventory control models and supply techniques to reduce to minimal stock out
situations.
14. Manage quality of procured material, and ensure it meets required standard(s).
15. Ensure that auditing of procurement and warehousing is carried out each year and that practical
recommendations are implemented.
16. Preparation and submission of various different management reports.
17. Undertake market surveys and market intelligence studies to enable effective purchasing decision.
18. Plan, prepare and ensure each year-end stocktaking exercise is carried out in every successful manner.
19. Ensure Company’s stock assets are properly recorded, used, kept, valued, un-authorized movement restricted and
written off in a proper manner.
20. Ensure surplus, scrap and dead stocks are identified properly kept and disposed in a profitable manner.
21. Ensure proper and timely payment is being made to suppliers to maintain long buyer seller good relationship.
22. Ensure compliance with Occupational Safety and Health Authority (OSHA), and Company policies.
23. Play a strategic role in developing and managing best practices across all accountabilities under this position.
24. Recommend new operational methods to reduce costs and improve operational, manpower, quality, and
efficiency.
25. Involvement and contribution in required committees and team projects.
26. Manage all aspects of staff performance and relations, including driving and motivating outstanding and efficient
performance; planning, assigning, and directing work; appraising performance; rewarding and disciplining
employees; addressing complaints and resolving problems.
27. Perform any other related and relevant duties that may be assigned.

ACADEMICS | QUALIFICATIONS | SKILLS | EXPERIENCE 
 A. ACADEMICS | EDUCATION

 Degree in Business Administration with specialization in Material
management /supply chain management or equivalent.
 Registration with Procurement & Supply Professional Tanzania
Board (PSPTB).
 Certification of international supply chain management, e.g.
Institute of Supply Management (USA), would be a definite asset.

 B. PROFESSIONAL EXPERIENCE

 A minimum of SEVEN (7) years of experience in material,
procurement, supply chain management or a related field, along
with at least FOUR (4) years of competent experience in
management and/or supervisory role.
 Understanding, knowledge and experience in purchasing, inventory
controls/stock management, tendering, sourcing of materials both
locally and internationally, and contract writing/ reviewing/
interpretation.

 Experience and exposure to liaising with technical specialists,
vendors and suppliers.
 Experience in handling and adhering to purchasing procedures and
contractual obligations at an international level.
 Knowledge of regulations, rules and laws pertaining to contracting
material and purchasing.
 Knowledge of the principle, practices and methods of sourcing
supplies, materials and services.
 Understanding and knowledge of Safety & Environment as it relates
to storing and warehousing of materials.
 Ability to interpret and analyze product specifications, contractual
wording, warning labels, guidelines and instructions of products in
the market, while ensuring that the product meets the required
specifications of materials required to be procured.
  Experience in partnering with management team, with actionable
recommendations to senior leadership.
 Ability to work in a self-motivated and flexible environment.
 Must have good management, planning and organizing skills and
the ability to perform well under pressure.
 Ability to plan, execute and implement according to corporate and
project plan strategies.
 Strong ability to effectively negotiate, communicate and influence
various stakeholders, vendors, suppliers.
 Proven ability to lead cross-functional teams and projects
 Excellent written and oral communication skills, with high
proficiency in English language; knowledge of Kiswahili will be of
added value.
 Strong computer skills in MS Office Suite applications; experience in
database, inventory control, warehouse management programs
would be a definite asset.
